释义	返还。所谓土地出让金返还或奖励款，就是在土地出让过程中，企业按照招拍挂确定的土地竞拍金额全额缴纳土地出让金并取得了土地出让票据以后，根据地方政府的规定，政府给予的土地出让金一定比例的返还或者奖励. 法律依据: 《中华人民共和国节约集约利用土地规定》第二十二条经营性用地应当以招标拍卖挂牌的方式确定土地使用者和土地价格。各类有偿使用的土地供应不得低于国家规定的用地最低价标准。禁止以土地换项目、先征后返、补贴、奖励等形式变相减免土地出让价款。
