释义	法律分析: 目前我国全面实施两孩政策，实行生育登记制度，取消了准生证，改为了生育服务证。生育服务证在当事人所在地辖区的街道办事处计划生育服务窗口或者乡镇计划生育行政部门进行办理。办理当日即领取证件。法律依据: 《中共中央、国务院关于实施全面两孩政策改革完善计划生育服务管理的决定》第八条改革生育服务管理制度。实行生育登记服务制度，对生育两个以内(含两个)孩子的，不实行审批，由家庭自主安排生育。
