释义	法律分析：国有资产直接协议转让是可以的。经公开征集只产生一个受让方或者按照有关规定经国有资产监督管理机构批准的，可以采用协议转让的方式。采取协议转让方式的，转让方应当与受让方进行充分协商，依法妥善处理转让中所涉及的相关事项后，草签产权转让合同，并按照《国有资产评估管理办法》第十一条的规定程序进行审议。法律依据：《国有资产评估管理办法》第十一条资产评估机构进行资产评估，实行有偿服务。资产评估收费办法，由国务院国有资产管理行政主管部门会同财政部门、物价主管部门制定。
