释义	《妇女权益保障法》第23条 禁止违背妇女意愿，以言语、文字、图像、肢体行为等方式对其实施性骚扰。          性骚扰的行为有以下情况：具有性含义、性暗示的言语表达、不适当、不必要的肢体行为、展示或者传播具有明显性意味的图像、文字、信息、语音、视频、反复凝视身体敏感部位或被带有性意味的长时间注视、身体故意靠近、通过电话、手机或信件挑逗或性暗示、以性为内容进行辱骂、以利益作为交换条件提出性要求、做出猥亵动作包括手势、暴露性器官等、强行抚摸、强行搂抱、强行亲吻等等。
