法律分析：申请全额最低生活保障的条件为：
无劳动能力、无生活来源、又无法定赡养、抚养或抚养义务的；无劳动能力、无生活来源，虽有法定赡养、抚养或抚养义务人，但义务人无赡养、抚养或抚养能力的；民政部门管理的精简退职职工、国民党起义、投诚宽释人员、外侨、归侨、台胞救济人员、下乡知青因公致残或病残、地震截瘫救济人员以及区县以上民政部门集中供养的优抚救济事业单位的收养人员等。
申请差额最低生活保障的条件为：
在领取当月应得收入后，家庭人均收入仍低于最低生活保障标准的；在领取实际收入后，家庭人均收入仍低于最低生活保障标准的；因其他特殊原因，造成家庭人均收入低于当地城镇最低生活保障标准的。
法律依据：《城市居民最低生活保障条例》 第二条 持有非农业户口的城市居民，凡共同生活的家庭成员人均收入低于当地城市居民最低生活保障标准的，均有从当地人民政府获得基本生活物质帮助的权利。前款所称收入，是指共同生活的家庭成员的全部货币收入和实物收入，包括法定赡养人、扶养人或者抚养人应当给付的赡养费、扶养费或者抚养费，不包括优抚对象按照国家规定享受的抚恤金、补助金。
