释义	法律分析：土地流转不违法，但是不能更改土地的用途。退耕还林地应受国家有关法律法规的保护，退耕农户享有退耕还林土地上的林木所有权、使用权和退耕还林的土地承包经营权。也就是说，可以转让经营权。法律依据：《退耕还林条例》第四十八条退耕土地还林后的承包经营权期限可以延长到70年。承包经营权到期后，土地承包经营权人可以依照有关法律、法规的规定继续承包。退耕还林土地和荒山荒地造林后的承包经营权可以依法继承、转让。
