办理地点：
(一)使(领)馆、外籍号牌机动车到车辆管理所办理。
(二)其他机动车到机动车所有人身份证明记载的住所地址所属车辆管理所分所办理。其中机动车所有人身份证明记载的住所地址在远郊区县的京B号牌摩托车、三轮汽车、低速货车和轮式自行机械到本区县车管站办理。
办理时限：
(一)补领、补换机动车行驶证的，自受理之日起一个工作日内办结。
(二)补领、补换机动车号牌的，自受理之日起十五个工作日内办结。
法律依据：《中华人民共和国机动车驾驶证管理办法》
第二十二条 驾驶证有效期满前3个月内，持证人应当到车辆管理所换证。车辆管理所应结合审验对持证人进行身体检查、审核违章、事故是否处理结束，对审核合格的，应换发驾驶证。
因特殊情况下能按期换证的，应当事先申请提前或延期换证，事先未申请并超过有效期换证的，依法处罚后予换证。 持证人在换证期间，有义务接受交通法规教育。
第二十六条 机动车驾驶证遗失、损毁，应当向原发证机关书面申报原因并登报声明，30天后，由车辆管理所审核补发新证。
