释义	妻子有病可以由男方来提出离婚。但是由于女方不是完全行为能力，所以只能起诉离婚。最高人民法院《关于人民法院审理离婚案件如何认定夫妻感情确已破裂的若干具体意见》第3条规定：婚前隐瞒了精神病，婚后经治不愈，或者婚前知道对方患有精神病而与其结婚，或一方在夫妻共同生活期间患精神病，久治不愈的，视为夫妻感情确已破裂。一方坚决要求离婚，经调解无效，可依法判决准予离婚。法律依据《民事诉讼法》第二十三条由原告住所地人民法院管辖；原告住所地与经常居住地不一致的，由原告经常居住地人民法院管辖。
