释义	政策性破产是专指国有企业吗政策性破产，又称计划性破产，是指国务院有关部门确定的纳入国家破产兼并计划并享受相应优惠政策的国有企业的破产。根据《中华人民共和国企业破产法》、《国务院关于在若干城市试行国有企业破产有关问题的通知》的有关规定。国务院强调：国发〔1994〕59号文件中有关破产方面的政策，只适用于国务院确定的企业“优化资本结构”试点城市(以下简称试点城市，名单见附件)范围内的国有工业企业。非试点城市和地区的国有企业破产，只能按照《破产法》的规定实施
