不可以， 无违法犯罪 证明由单位派人持有效证件及单位介绍信，到户籍地派出所开具，公安机关不对个人出具。公安部2015年8月22日在其官方微博“公安部打四黑除四害”上就晒出了18项不该由公安机关出具的证明。其中一项就是有关“ 违法犯罪记录 证明”解释：违法犯罪记录是公安机关内部掌握情况。国家行政、司法机关政审、调查或企事业单位重要岗位人员任用需要调查了解的，应由需要单位派人持有效证件及单位介绍信，申请派出所出具证明，对个人一律不予以出具。
