释义	法律分析：如果债权人不同意债务转让，那么就不能发生债务转让，债权人同意是债务转移生效的要件。债务转移未经债权人同意的，则债务人与第三人订立的债务转移协议无效。无论是全部转移还是部分转移，对债权人均不发生效力，债权人有权拒绝第三人向其履行，且有权要求债务人实际履行合同义务并承担违约责任。法律依据：《中华人民共和国民法典》第五百五十一条债务人将债务的全部或者部分转移给第三人的，应当经债权人同意。债务人或者第三人可以催告债权人在合理期限内予以同意，债权人未作表示的，视为不同意。
