释义	挪用集体土地的征地补偿款对尚不构成犯罪的依法给予处分，对构成犯罪的依法追究刑事责任。当事人可以向政府管理部门举报，也可以向辖区所在地的人民法院提起行政复议或者行政诉讼。【法律依据】《土地管理法》第四十九条被征地的农村集体经济组织应当将征收土地的补偿费用的收支状况向本集体经济组织的成员公布，接受监督。禁止侵占、挪用被征收土地单位的征地补偿费用和其他有关费用。第八十条侵占、挪用被征收土地单位的征地补偿费用和其他有关费用，构成犯罪的，依法追究刑事责任；尚不构成犯罪的，依法给予处分。
