释义	任何工程都不可以把转包合理化，转包是违法的。转包是违法行为，当事人签订的建筑工程转包合同无效，对于承包人、实际施工人因非法转包建设工程所获取的非法所得要予以没收并可处以罚款。法律依据《中华人民共和国建筑法》第六十七条，承包单位将承包的工程转包的，或者违反本法规定进行分包的，责令改正，没收违法所得，并处罚款，可以责令停业整顿，降低资质等级；情节严重的，吊销资质证书。
