释义	法律分析: 抢险救灾及其他临时性房屋建筑和农民自建低层住宅的建筑活动，不适用《建筑法》。法律依据: 《中华人民共和国建筑法》第八十三条省、自治区、直辖市人民政府确定的小型房屋建筑工程的建筑活动，参照本法执行。依法核定作为文物保护的纪念建筑物和古建筑等的修缮，依照文物保护的有关法律规定执行。抢险救灾及其他临时性房屋建筑和农民自建低层住宅的建筑活动，不适用本法。第八十四条军用房屋建筑工程建筑活动的具体管理办法，由国务院、中央军事委员会依据本法制定。
