释义	公告指出，建筑企业总机构直接管理的跨地区经营的项目部(包括与项目部性质相同的工程指挥部、合同段等，下同)，应按照《通知》规定在项目所在地预缴企业所得税。跨地区经营建筑企业应按照总机构企业所得税归属的征收管理机关，向项目所在地相应的主管地税机关或者国税机关预缴企业所得税。跨地区经营建筑企业在到项目所在地主管地税机关代开发票时，必须提供项目所在地企业所得税主管地税机关或者国税机关开具的企业所得税完税凭证。公告所称的跨地区经营建筑企业，是指跨省、市州、县(市)从事经营活动的建筑企业。
