释义	法律分析：出借施工资质，造成工程质量不合格等损失的，出借方与借用人应当承担连带责任。缺乏资质的单位或者个人借用有资质的建筑施工企业名义签订建设工程施工合同，发包人请求出借方与借用方对建设工程质量不合格等因出借资质造成的损失承担连带赔偿责任的，人民法院应予支持。法律依据：《中华人民共和国劳动合同法》第三十条用人单位应当按照劳动合同约定和国家规定，向劳动者及时足额支付劳动报酬。用人单位拖欠或者未足额支付劳动报酬的，劳动者可以依法向当地人民法院申请支付令，人民法院应当依法发出支付令。
