释义	不是。一般来说，吸食毒品本身不构成犯罪，但属于违反《治安管理处罚法》的行为，可以对吸毒者进行行政拘留，对吸毒成瘾者还可以强制隔离戒毒。但强制戒毒仍属于行政处罚，不是刑事处罚。另外，吸毒者必然本身也持有毒品，如果持有数量过多，就可能构成非法持有毒品罪。法律依据《中华人民共和国治安管理处罚法》第七十二条《公安机关强制隔离戒毒所管理办法》第三十六条《中华人民共和国刑法》第三百四十八条
