释义	法律分析: 这类配套设施一般有两种方案，一是设备价款整合进房价，这样日后使用开发商就无权收费了。另外一种就是房价不包含太阳能设备，这种情况开发商可以收取使用费，但是必须赋予业主选择权，也就是说业主可以选择不用。法律依据: 《中华人民共和国物业法》第十七条管理规约应当对有关物业的使用、维护、管理，业主的共同利益，业主应当履行的义务，违反管理规约应当承担的责任等事项依法作出约定。管理规约应当尊重社会公德，不得违反法律、法规或者损害社会公共利益。管理规约对全体业主具有约束力。
