释义	钱是一定能到帐的，因为医保卡由当地指定代理银行承办，是银行多功能借记卡的一种。未激活状态能查询余额也能打进去钱，而不能取款和转账。参保单位缴费后，地方医疗保险事业部门在月底将个人帐户金部分委托银行拨付到参保职工个人医保卡上。激活后才能像正常借记卡使用，未激活时只能使用正常的医保功能。法律依据：《中华人民共和国社会保险法》第二十三条职工应当参加职工基本医疗保险，由用人单位和职工按照国家规定共同缴纳基本医疗保险费。
