办理条件
1、我市就业的非深圳户籍居民，已连续在我市缴纳一年以上社会保险
2、在深圳高等院校在读的非深圳户籍大学生
办理材料
1、《中国公民出入境证件申请表》
2、申请人正面免冠半身彩照(规格为40mm×30mm)
3、首次及重新申请《往来通行证》或所持《往来港澳通行证》为广东省外签发且首次在深圳申请签注的，须提交《广东省出入境证件数字相片采集回执》
(持广东省外签发的《往来港澳通行证》且在我市申请过签注或已持我省签发的《往来港澳通行证》再次申请签注的，无须提交照片)
4、居民身份证、户口簿复印件，交验原件
在居民身份证领取、换领、补领期间，可以交验本人临时居民身份证，并提交复印件。
持有效往来港澳通行证申请签注的，可不提交居民身份证和户口簿。
居民身份证主项信息发生变更的，仍须提交身份证、户口簿复印件并交验原件。
本省户籍人员可不提交身份证及户口簿复印件，但须交验身份证。
5、高等院校就读的非深圳户籍大学生，须提交学校出具的高等院校在读证明。
