释义	根据《个体工商户条例》第十条第二款“个体工商户变更经营者的，应当在办理注销登记后，由新的经营者重新申请办理注册登记。个体营业执照变更经营者，不能直接申请办理经营者变更登记。”的规定，原经营者必须是本人或者亲笔写委托书，委托他人申请办理原执照的注销登记，再由现在的经营者办理自己的《营业执照》。如果不是你本人去办理注销，或者亲笔写委托书，委托他人申请办理原执照的注销登记。注册机关（工商部门）就无权变更你执照的经营者。法律依据《个人贷款管理暂行办法》第十一条、第十二条
