释义	法律分析：是的。责令改正的本意是要求违法行为人有错必纠，任何一种违法行为，不管是否需要予以处罚，首先都要纠正违法行为。责令改正本质上是教育性的，而不是惩罚性的，不属于行政处罚。考虑到在行政处罚法制定前出台的法律、法规中，很多都有责令改正或者责令限期消除违法行为后果等规定，为了做好衔接，行政处罚法第23条才予以单列。法律依据：《中华人民共和国行政处罚法》第四十四条行政处罚决定依法作出后，当事人应当在行政处罚决定的期限内，予以履行。
