释义	法律分析: 可以委托律师或者近亲属代理办理起诉手续,办理起诉时应当出示原告有效身份证件。当事人不一定要亲自到法院起诉。因自己身体状况、路途遥远、没有时间等各种原因,自己不能够到法院提交诉讼材料。法律依据: 《中华人民共和国民事诉讼法》第五十八条当事人、法定代理人可以委托一至二人作为诉讼代理人。下列人员可以被委托为诉讼代理人： (一)律师、基层法律服务工作者; (二)当事人的近亲属或者工作人员; (三)当事人所在社区、单位以及有关社会团体推荐的公民。
