释义	法律分析：法律文书，像行政处罚决定书之类的是必须要加盖单位公章的，专用章无效。行政处罚专用章要在上级主管部门和政府法制办公室备案，下发使用文件之后才可以使用。仅用于文件规定的处罚或许可类文书上使用。专用章超范围使用无效。法律依据：《中华人民共和国行政处罚法》第三十三条违法事实确凿并有法定依据，对公民处以五十元以下、对法人或者其他组织处以一千元以下罚款或者警告的行政处罚的，可以当场作出行政处罚决定。当事人应当依照本法第四十六条、第四十七条、第四十八条的规定履行行政处罚决定。
