释义	法律分析：偷渡的行为指的是未经允许，私自进入他国领域。偷渡的行为是违法的，而两次偷渡缅甸的行为如果构成了犯罪，则需要承担一定的刑事责任。根据我国刑法的相关规定，处拘役、管制或者最高一年有期徒刑，并处罚金。如果两次偷渡缅甸的行为不构成犯罪，则处最高五天的拘留或者最高五百元的罚款。法律依据：《中华人民共和国治安管理处罚法》第六十二条为偷越国（边）境人员提供条件的，处五日以上十日以下拘留，并处五百元以上二千元以下罚款。偷越国（边）境的，处五日以下拘留或者五百元以下罚款。
