释义	只有通过公安机关才能查欠款人的身份证。除了公安机关，没有任何一个单位有权力保存个人的身份信息，也就是说，除非有正当需要去公安机关申请调取，再没有其他合法途径取得他人的身份证信息。如果是起诉用的话，起诉状不需要写对方的身份证号码的，不过要写其清楚联系方式。法律依据: 《中华人民共和国居民身份证法》第八条居民身份证由居民常住户口所在地的县级人民政府公安机关签发。
