释义	不可以的。不管照片是通过指定照相馆采集，还是用户自己提供照片，但采集、录入、上传都必须通过户籍所在地的派出所或公安局来完成，用户无权自己上传身份证照片。而且一般情况，自己提供的照片很难得到派出所的同意，修过图的，都不允许呢。需要到专门身份证拍照的相馆进行拍照办理《二代身份证照片采集回执单》，或者直接到派出所户籍部门当场拍照办理身份证的，无法自己带上照片进行办理。按照规定，办理身份证是要本人前往公安局办证中心自行办理的。
