释义	法律分析：债权人未通知债务人的,则该转让对债务人不发生效力,而并非影响该债权转让的效力。只要债务转让协议本身不存在法定的无效情形，那么该协议就是有效的。债权转让通知义务未及时履行只是使债务人享有对抗受让人的抗辩权,它并不影响债权转让人与受让人之间债权转让协议的效力。法律依据：《中华人民共和国民法典》第五百四十六条债权人转让债权,未通知债务人的,该转让对债务人不发生效力。债权转让的通知不得撤销,但是经受让人同意的除外。
