释义	法律分析: 有违反法律的风险。个体户营业执照是不能进行转让，并且个体工商户也不能进行法人变更的，要想变更经营者的话，必须先办理个体工商户注销，注销完成后由新的经营者持该个体户字号重新注册。法律依据: 《个体工商户登记管理办法》第三十五条个体工商户提交虚假材料骗取注册登记，或者伪造、涂改、出租、出借、转让营业执照的，由登记机关责令改正，处4000元以下的罚款；情节严重的，撤销注册登记或者吊销营业执照。
