释义	可以，但是个人经营的个体户是不可以改变经营者的，要是改变的话，只有重新办理登记；对于家庭经营的个体户是可以改变经营者的。法律依据：《个体工商户登记管理办法》第八条组成形式，包括个人经营和家庭经营。家庭经营的，参加经营的家庭成员姓名应当同时备案。第十二条个人经营的，以经营者本人为申请人；家庭经营的，以家庭成员中主持经营者为申请人。委托代理人申请开业、变更、注销登记的，应当提交申请人的委托书和代理人的身份证明或者资格证明。
