释义	法律分析：企业与员工是都要承担费用的，正常的社保缴纳,企业是需要承担大部分的缴费比例,员工跟只需要承担小部分,所以社保补缴员工与企业所需要承担的费用还是同样的。法律依据：《中华人民共和国社会保险法》第十一条基本养老保险实行社会统筹与个人账户相结合。基本养老保险基金由用人单位和个人缴费以及政府补贴等组成。第十三条国有企业、事业单位职工参加基本养老保险前，视同缴费年限期间应当缴纳的基本养老保险费由政府承担。基本养老保险基金出现支付不足时，政府给予补贴。
