释义	法律主观：市和区、县人力资源社会保障部门设立的公共就业服务机构，应当为残疾人免费提供就业服务。市和区、县残疾人联合会举办的残疾人就业服务机构，应当组织开展免费的职业指导、职业介绍和职业培训，为残疾人就业和用人单位招用残疾人提供服务和帮助。鼓励各级各类职业培训机构举办有助于残疾人就业的职业技能培训项目。市和区、县人民政府对残疾人在职业培训机构接受职业技能培训，按照本市有关规定给予适当的经费补贴。
