律师分析:
用户在供电企业规定的期限内未交清电费时，应承担电费滞纳的违约责任。电费违约金从逾期之日起计算至交纳日止。每日电费违约金按下列规定计算：
1)居民用户每日按欠费总额的千分之一计算。
2)其他用户：
(1)当年欠费部分，每日按欠费总额的千分之二计算。
(2)跨年度欠费部分，每日按欠费总额的千分之三计算。
电费违约金收取总额按日累加计收，总额不足1元者按1元收取。
【法律依据】:
《电力供应与使用条例》 第三十九条 违反本条例第二十七条规定，逾期未交付电费的，供电企业可以从逾期之日起，每日按照电费总额的1‰至3‰加收违约金，具体比例由供用电双方在供用电合同中约定；自逾期之日起计算超过30日，经催交仍未交付电费的，供电企业可以按照国家规定的程序停止供电。
