河北省医保缴费改由税务征收后不能用医保账户余额为父母女子缴费了吗？不能。根据《河北省基本医疗保险服务监督管理办法》对其有相应的规定：第十条 参保人员应当遵守下列规定：（一）在就医、购药时，主动出示基本医疗保险凭证，接受医疗机构、零售药店的证件查验，自觉履行诚信义务；（二）不得采用冒用他人基本医疗保险凭证就医，伪造、变造诊断证明、病历、处方等证明材料或者虚假医疗票据、收费明细等手段骗取基本医疗保险待遇；（三）不得将本人的医疗保险凭证出借给他人就医或者出借给医疗机构使用。另外，根据《河北省基本医疗保险服务监督管理办法》相关法条：第十三条 医疗保险经办机构应当加强基本医疗保险服务监控信息系统建设，将医疗机构、零售药店及其工作人员的基本医疗服务信息和参保人员的就医、购药信息纳入实时监控范围。医疗保险经办机构发现违反国家、本省和本统筹区规定骗取基本医疗保险基金支出或者可能造成基金损失行为的，应当及时查明情况，必要时可以组织专家进行论证。第十四条 对存在问题的医疗机构和零售药店，可以约谈其负责人和直接责任人员，并提出限期改进管理的意见。对违反基本医疗保险规定的医疗费用，不得由基本医疗保险基金支付。
