释义	法律分析: 低风险不报备不会被抓，但是会被发现，如果当事人在省内疫情低风险地区回来的话，是不需要隔离，也不需要做核酸检测的，甚至不需要到社区报备。但是，如果跨省回来的话，无论是在疫情低风险地区，还是疫情中高风险地区，都必须到社区进行报备。否则认定为隐瞒行程。《中华人民共和国传染病防治法》第四十四条发生甲类传染病时，为了防止该传染病通过交通工具及其乘运的人员、物资传播，可以实施交通卫生检疫。具体办法由国务院制定。
