释义	没有产权证不可以买卖。因为其安置对象是特定的动迁安置户，该类房屋的买卖除受法律、法规的规范之外，还受地方政府政策的约束，所以和一般的商品房交易有很大的不同。但如果拆迁安置房取得房权，并且没有规定限制对外出售，或者限制转让的期限已届满，这样的拆迁安置房和一般的商品住宅没什么区别，这样的安置房可以买卖。法律依据：《城市房地产管理法》第三十八条：未依法登记领取权属证书的房地产，不得转让。
