释义	法律分析: 没有明文规定委员数必须是单数，但是因为党组织在决定重大问题时，都是按照少数服从多数的原则，如果委员为双数，进行表决时，有可能出现一半对一半的局面，所以为了党内表决方便，一般都是只设置为单数。法律依据: 《中国共产党基层组织选举工作暂行条例》第二十九条当选人多于应选名额时，以得票多的当选。如遇票数相等不能确定当选人时，应就票数相等的被选举人重新投票，得票多的当选。
