释义	法律分析: 任何时候买的飞机票都是可以退订的，只是疫情期间退机票不收手续费，根据国家全民航局最新规定，在2020年1月28日以前购买的机票如果需要退票，那么都可免收手续费。法律依据: 《价格违法行为行政处罚规定》第六条有关职能部门可以对经营者作出责令改正、没收违法所得，并处违法所得5倍以下的罚款的行政处罚；没有违法所得的，处5万元以上50万元以下的罚款，情节较重的处50万元以上300万元以下的罚款；情节严重的，责令停业整顿，或者由工商行政管理机关吊销营业执照。
