释义	法律分析: 承包地被强征的，如果承包人对征收决定不服，可按照法律规定申请行政复议或向人民法院提起行政诉讼，如果承包人的合法权益因强征行为受到损害的，承包人可依法要求对方承担赔偿责任。《国有土地上房屋征收与补偿条例》第三十一条采取暴力、威胁或者违反规定中断供水、供热、供气、供电和道路通行等非法方式迫使被征收人搬迁，造成损失的，依法承担赔偿责任；对直接负责的主管人员和其他直接责任人员，构成犯罪的，依法追究刑事责任；尚不构成犯罪的，依法给予处分；构成违反治安管理行为的，依法给予治安管理处罚。
