释义	法律分析：不可以，登记了驾驶证必须要处理。否则超过15天以后会产生滞纳金，不处理不能办理驾驶证换证等业务，也不能再次申请驾驶证。不处理，驾驶证不能通过年审。驾驶报废车，罚款200－2000元，吊销驾驶证。扣留机动车强制报废。挂假牌，处5000元以下罚款，拘留15天以下。法律依据：《机动车驾驶证申领和使用规定》第六十九条机动车驾驶人在一个记分周期内记分未达到12分，所处罚款已经缴纳的，记分予以清除；记分虽未达到12分，但尚有罚款未缴纳的，记分转入下一记分周期。
