释义	法律分析：不满18周岁的属于未成年人，网吧不得接纳，否则将受到行政处罚。在国家法律上规定,18周岁有行为民事能力的人或者有身份证的公民可以进入。比如16周岁还不算是成年，但是16周岁的有独立能力的，就是已经在社会闯荡了，虽然没有18岁，犯罪、惩罚也是一样和成年人的。法律依据：《互联网上网服务营业场所管理条例》第二十一条，互联网上网服务营业场所经营单位不得接纳未成年人进入营业场所。互联网上网服务营业场所经营单位应当在营业场所入口处的显著位置悬挂未成年人禁入标志。
