释义	针对这个问题，《最高人民法院关于贯彻执行中华人民共和国继承法若干问题的意见》作出了明确的规定(以下简称《意见》)。《意见》第60条规定：“继承诉讼开始后，如继承人、受遗赠人中有既不愿参加诉讼，又不表示放弃实体权利的，应追加为共同原告已明确表示放弃继承的，不再列为当事人。”故此，如果起诉时原告只起诉了部分继承人作被告，法院会追加其他继承人作为共同原告，或者其他诉讼当事人也可以申请追加为原告。继承人不愿做原告又不愿做被告的不能列为第三人，只能选择放弃或做为被追加的原告。
