现在还是九年义务教育，老师没有权利不让报名。义务教育是国家统一运用公共资源保障所有适龄儿童接受的教育，义务教育的三个基本原则是强制、普遍与免费，凡是适龄儿童都应强制接受教育的义务，并且教育对象没有阶级或是出身的限制，此外还必须是免纳学费的。
【法律依据】：
《中华人民共和国教育法》 第九条 中华人民共和国公民有受教育的权利和义务。公民不分民族、种族、性别、职业、财产状况、宗教信仰等，依法享有平等的受教育机会。
