释义	房屋的主要构件相互连接、作用的平面或空间构成体，未能通过验收或经核验被认定为不符合质量要求的，或者由于房屋质量问题，严重影响买受人享用房屋的正常使用功能和用途的，认定为房屋质量不合格。法律依据：《城市房地产开发经营管理条例》第三十一条商品房交付使用后，购买人认为主体结构质量不合格的，可以向工程质量监督单位申请重新核验。经核验，确属主体结构质量不合格的，购买人有权退房；给购买人造成损失的，房地产开发企业应当依法承担赔偿责任。
