释义	不可以。赡养老人是法律规定公民应尽的义务。需要说明的是，在孩子的父母健在并有抚养能力的情况下，（外）祖父母对于（外）孙子女是没有法定抚养义务的。所以，以老人不照料自己的孩子为由，对老人不履行赡养义务，于理不通，于法无据。法律依据：《中华人民共和国民法典》第一千零六十七条父母不履行抚养义务的，未成年子女或者不能独立生活的成年子女，有要求父母给付抚养费的权利。成年子女不履行赡养义务的，缺乏劳动能力或者生活困难的父母，有要求成年子女给付赡养费的权利。
