释义	法律分析：房屋维修基金不交是不可以办理出房产证的，办理房产证时必须出具维修基金的缴款凭证。法律依据：《住宅专项维修资金管理办法》第十二条商品住宅、已售公有住房的业主应当在办理房屋入住手续前，应将首期住宅专项维修资金存入指定的住宅专项维修资金专户。第十三条未按本办法规定交存首期住宅专项维修资金的，开发建设单位或者公有住房售房单位不得将房屋交付购买人。
