释义	根据《道路交通事故处理程序规定》第六十一条的规定： 1、交通逃逸由逃逸方承担全部交通事故责任，但特殊情况除外。 2、当事人有下列情形之一的，承担全部责任： (一)发生道路交通事故后逃逸的; (二)故意破坏、伪造现场、毁灭证据的。为逃避法律责任追究，当事人弃车逃逸以及潜逃藏匿的，如有证据证明其他当事人也有过错，可以适当减轻责任，但同时有证据证明逃逸当事人有第一款第二项情形的，不予减轻。法律依据《道路交通事故处理程序规定》第六十一条
