释义	私刻公章罪，私刻公章是指个人或者其他组织私自篆刻其他企业公章的行为。公章，是一个单位、企业、事业、团体、学校的法定代表标志。为了防止某些不法人员私自刻制公章，进行诈骗、破坏国家治安管理活动，侵害单位、企业、团体、学校的合法利益，国家将刻字业（包括刻字工厂、刻字社（店）、刻字摊等）纳入特种行业，归公安机关实行治安管理。对违反国家管理规定的刻字单位和职工个人，视问题的性质和情节轻重，依法予以治安管理处罚，或者追究刑事责任。
