释义	法律分析: 债权人向债务人追债但是其不还，并且找不到人的，债权人可以直接到法院提起诉讼，对于下落不明的受送达人，人民法院可以进行公告送达，如果被告没有正当理由拒不出庭的，人民法院可以作出缺席判决。《民事诉讼法》第九十五条受送达人下落不明，或者用本节规定的其他方式无法送达的，公告送达。自发出公告之日起，经过三十日，即视为送达。公告送达，应当在案卷中记明原因和经过。第一百四十七条被告经传票传唤，无正当理由拒不到庭的，或者未经法庭许可中途退庭的，可以缺席判决。
