法律分析:
事业单位编制，是指为国家创造或改善生产条件、增进社会福利，满足人民文化、教育、卫生等需要，其经费一般由国家事业费开支的单位所使用的人员编制。很多大学生报考事业单位，就是看中了事业单位的编制，通俗的说法就是体制内的。
法律依据:
《事业单位人事管理条例》 第二条 事业单位人事管理，坚持党管干部、党管人才原则，全面准确贯彻民主、公开、竞争、择优方针。国家对事业单位工作人员实行分级分类管理。
